Thomas W. Bachtell – Of Counsel


Tom Bachtell will serve in an Of-Counsel capacity with MacDonald & Miller Mineral Legal Services, PLLC. He has a great deal of experience in oil, gas, mining, ranching, environmental, regulatory, administrative proceedings and civil litigation matters. Tom graduated from Westminster College, summa cum laude, with dual majors in economics and political science in 1977. During his senior year at Westminster, he worked as a natural resources paralegal and landman with the law firm, Pruitt & Gushee. He then attended the University of Utah’s College of Law and received his J.D. degree in 1981. From 1996 through 2003, he served as chairman of the board and president of Pruitt, Gushee and Bachtell. In 1996, the Utah State Bar named him Lawyer of the Year for the Energy, Natural Resources and Environmental Section. He has also received two certificates of appreciation from the Northern Ute Tribe for his assistance in legislative matters. Since 2003, he has developed personal opportunities related to conventional oil and gas, oil sands, water, farming and ranching, and other natural resources.

Tom has also written and successfully lobbied federal and state legislation involving oil and gas conservation, liens, tax, state land matters and Indian land reparations and cross-jurisdictional issues. He was instrumental in drafting the statute for the Utah School and Institutional Trust Lands Administration (SITLA) which administers over 4.3 million acres of Utah trust lands. He currently serves on the governor-appointed, seven member board of trustees of SITLA for a term ending in 2018.
